Cipher

Cipher is a bandit of the New Camp under Lares and one of the camp's main swamp-weed dealers, trading only in large batches. His supply runs through the novice Balor at the swamp camp, so his shelves never stay empty for long, and he joins the raids on Old Camp convoys whenever the yield looks worth the risk. By day he can be found in Silas's tavern on the lake, counting takings and pouring rice liquor over three dead guards' worth of loot; by night he retires to his hut in the dwelling cave. He has no time for customers who only want a stalk or two - anyone smaller than a full shipment is sent to Baal Kagan or Baal Isidro at the tavern instead.
