Baal Kagan is a novice of the Brotherhood of the Sleeper assigned to the New Camp to sell swamp weed - and originally to preach the Sleeper to mercenaries and bandits, a mission he has quietly abandoned as hopeless. His weed business is thriving, so much so that he cannot serve every customer alone while his partner Baal Isidro drinks his way through Silas's tavern. The hero earns his trust by handing out sample weed to new customers, and in return Kagan offers three Sleeper-magic scrolls (wind-fist, charm, telekinesis, pyrokinesis or sleep), a letter to Guru Baal Tyon to grease admission into the Brotherhood, or a flat hundred ore.
