Talk to Cipher at Onar's Farm and ask for his vote to join the mercenaries. He wants 10 Swampweed Stalks.
Obtain 10 stalks by any of these methods:
- Loot them from bandits or some mercenaries
- Craft them from Swampweed plants
- Loot them from Dar during the quest 'The Weed Package'
Bring the 10 stalks to Cipher to receive his vote (100 XP).
