Walkthrough (contains spoilers)
1. Complete the quest 'Raven' first - Myxir only returns to Khorinis after Raven is dead.
2. Speak to Myxir in Jharkendar after Raven's death - he confirms he will take over Vatras' post in the city.
3. Return to Saturas and report that Myxir has been notified.
4. Vatras can now assist with the Eye of Innos repair ritual in Chapter 3.

Vatras, the Water Mage stationed at the Khorinis marketplace, cannot leave the city to help restore the Eye of Innos in Chapter 3 until another Water Mage takes his place. Once the Raven threat in Jharkendar is dealt with, Myxir can return to Khorinis and relieve Vatras.
