Judge of Khorinis

The Judge of Khorinis is the highest secular authority on the island, living in a large, luxurious house in the Upper Quarter. Having held office for many years, he was responsible for condemning numerous people to the Barrier – among them Diego, Milten, Lester, Gorn, and the hero himself. Yet the judge is far from law-abiding: he hired the crook Morgahard to rob Governor Larius and then betrayed his accomplice to the militia to keep the loot for himself. He offers mercenaries and Dragon Hunters shady jobs – such as stealing the Holy Hammer from the monastery and killing the escaped Morgahard. Anyone who possesses Morgahard's written contract for the Larius robbery can blackmail the judge and force him to issue an authorization letter for the paladins' ship.
